Se largó la lucha por el salario

En varios edificios de tráfico de llamadas, en Telefónica, los trabajadores están protagonizando un proceso de organización y lucha muy importante. Se han realizado varias asambleas, se ha “decorado” los edificios con los reclamos y se han llevado adelante diversas protestas, como trabajar parados o sentados en el piso, minutos de aplausos y otras medidas que van en aumento.

El reclamo se centra en tres puntos: aumento salarial en base a una suma fija que contemple el aumento de la canasta familiar desde la devaluación; recategorización de los trabajadores, y pago a los pasantes del aumento de 200 pesos que no están percibiendo. Además, los trabajadores denuncian distintas irregularidades ÿfalta de pago de aportes y francos compensatoriosÿ, y el carácter insalubre del trabajo, por lo cual reclaman la jornada de 6 horas y 30 minutos.

La lucha, que comenzó en el edificio de atención al 110, ya se ha extendido a los de tráfico internacional. En el gremio existe un creciente malestar entre los trabajadores, por el hecho de que el salario alcanza cada vez para menos, y en un reciente plenario de delegados, Foetra Buenos Aires ya resolvió que una vez homologados los convenios firmados con las empresas ÿlo que acaba de sucederÿ se convocarán nuevamente a diversas instancias del gremio para lanzar la lucha por el salario. Este es el proceso que se viene, y está siendo anticipado en esta lucha en los edificios de tráfico de Telefónica.

Luego de 100 horas de ocupación de los dos edificios de larga distancia de Telefónica, los pasantes y los trabajadores telefónicos de Foetra Buenos Aires han logrado un triunfo que hará historia en la lucha de la juventud explotada y el movimiento obrero.

Lograron la prórroga por un año de las pasantías de 116 compañeros a partir de su vencimiento, y la inmediata efectivización de los 7 pasantes despedidos, de una compañera embarazada y de todos los que cumplan durante el año próximo 4 años de trabajo. Además, la empresa se comprometió a discutir con Foetra Buenos Aires la equiparación de las condiciones laborales de los pasantes en los términos del convenio laboral.

Los pasantes triunfaron fortaleciendo la gran lucha que Foetra Buenos Aires está llevando adelante, impidiendo el despido de 413 compañeros de Telecom. No sólo han rechazado el chantaje de “despidos o rebaja salarial”; tampoco aceptaron el trabajo en negro precarizado de los pasantes y exigen su efectivización. Demuestran que con la lucha se triunfa. Además, sellaron la unidad de pasantes y efectivos contra la amenaza patronal de que si no echaban pasantes, echaban efectivos. Los pasantes despedidos iban a ser reemplazados por nuevas pasantías con menor salario.

El Polo Obrero y la UJS han hecho una actividad importantísima, interviniendo en el conflicto desde su preparación y movilizando en su apoyo a la juventud estudiantil y explotada y al movimiento piquetero. El dom ingo 9 el Polo Obrero realizó un gran acto solidario al que asistieron delegaciones sindicales y delegados telefónicos. Estuvieron presentes Sergio Sosto y Juan Carlos Lavagna, de la directiva de Foetra, y cerró el acto Néstor Pitro la del Polo Obrero. Al día siguiente, los dirigentes de la Asamblea Piquetera realizaron frente a la ocupación una conferencia de prensa.

Se trata de un triunfo estratégico, que fortalece una tendencia: es el momento de profundizar *frente a los despidos* las ocupaciones, las movilizaciones y la lucha. Con organización y determinación podemos triunfar. Por la huelga general, fuera De la Rúa-Cavallo.

A partir del 9 de noviembre de este año está prevista la desregulación del mercado telefónico y la intervención de nuevas empresas en el servicio de telefonía básica, hasta ahora restringido a Telecom y Telefónica. Diversos medios de comunicación han anunciado que esta desregulación, aunque podría provocar la baja de las tarifas de larga distancia, no afectará la tarifa local –la que es usada generalizadamente por los trabajadores y los consumidores. Afectará, así, con seguridad, al salario y los derechos laborales de los trabajadores telefónicos, ya que las nuevas empresas podrán contratar trabajadores bajo convenios flexibilizados y con salarios inferiores de otros sindicatos (Uocra, Comercio), como ya lo hacen las distintas empresas de telefonía celular, los licenciatarios de locutorios y otras empresas que subcontratan tareas que antes realizaba Entel.

Frente a esta desregulación inminente, Foetra Buenos Aires publicó el domingo 2/7 una solicitada en la cual plantea que “sin lugar a dudas el Parlamento Nacional… es un ámbito privilegiado… para arribar a una propuesta donde la desregulación redunde en mejorar el servicio y rebajar las actuales tarifas” y que “en una democracia existen un sinnúmero de mecanismos de consulta y consenso para que todos los actores sociales puedan enriquecer el debate en pos del bien común”. Pero, ¿se pueden sembrar, acaso, esperanzas en los senadores justicialistas para que la desregulación no atente contra los derechos laborales, cuando fue el gobierno menemista el que por medio de un decreto autorizó a las empresas telefónicas a encuadrarse fuera del convenio telefónico? ¿Es con el consenso entre las patronales y los trabajadores, en el marco del Parlamento que aprobó la flexibilización laboral y la reducción de salarios, como se llegará al ‘bien comun’?

Es llamativo que en una solicitada tan larga, Foetra haya destinado tantas palabras embellecedoras al Parlamento, pero que no reclame a la CTA y a la CGT medidas de lucha contra este nuevo ataque a los trabajadores. La solicitada apareció, justamente, en la misma semana en que se anunciaba que “la cámara de senadores aprobó por unaminidad un proyecto de declaración que respalda al Gobierno en la plena desregulación del mercado de las telecomuncaciones” (Clarín, 6/7) y en que Machinea anunciaba que “se revisará la letra chica de los documentos sobre desregulación” (Ambito Financiero, 6/7). Aunque los senadores, en especial del PJ, reclaman entre otras consideraciones “que se garantice la estabilidad en el empleo”, no dicen nada sobre las condiciones, el convenio y el salario que deben corresponder a esa ‘estabilidad’.

La discusión de “la letra chica de la desregulación” entre parlamentarios del PJ y la Alianza responde a una disputa entre los distintos pulpos capitalistas para apoderarse de la mayor tajada posible de los millonarios beneficios que les reporta el negocio telefónico. Un sindicato puede y debe aprovechar estas fisuras para llevar adelante sus propios objetivos, pero nunca para coincidir con algunos de los intereses en pugna o para embellecer un nido de políticos antiobreros y corruptos como es el Parlamento. Para intervenir en forma adecuada a los intereses de la clase obrera y para combatir la continua confiscación del patrimonio nacional, el sindicato debe fijar sus propios objetivos, anunciarlos al conjunto de los trabajadores y preparar la lucha necesaria para lograrlos. La defensa del convenio 201 para todos los trabajadores telefónicos sólo será viable con la lucha independiente de los trabajadores. Foetra debe preparar la huelga de todo el gremio telefónico para defender el salario y el convenio para todos los trabajadores de telecomunicaciones; debe denunciar las características igualmente confiscatorias de los bolsillos del pueblo, del ‘monopolio ’ como de la ‘desregulación’, e impulsar un gran frente antiimperialista contra el ataque adicional que representa esta nueva variante monopólica que se ha bautizado como ‘desregulación telefónica’.
