Los plenarios de Claudio Marín de Foetra

La directiva de Foetra convocó al plenario de delegados el 27/12 para poner a votación un tercer tramo de recomposición salarial del 15% sobre el sueldo de julio, primer mes de la paritaria, y que se haría efectivo con los salarios de febrero. A 8 meses de iniciada la paritaria se alcanzaría el 61%, siendo que para 12 meses la inflación ronda el 100%.

En el plenario se informó que se discute mes a mes con las empresas basándose en el REM (índice de expectativas inflacionarias del Banco Central), y que hasta el momento estábamos por encima de la inflación. Por eso, el aumento se pactó a partir de febrero y no antes.

Una vez más la suma no se incorpora inmediatamente a las escalas. Una treta que desvaloriza los deteriorados adicionales: guardias, antigüedad y productividad. Además permite a las patronales ahorrar millones, desfinanciando las obras sociales y las cajas previsionales.

Aprovechan para ello el decreto por la pandemia, que permite evadir estas cargas. Pero las Telefónicas con la pandemia facturaron más que nunca por el teletrabajo y el aislamiento. El gobierno desmontó toda protección a la salud para los trabajadores, pero no los beneficios económicos a las patronales. Mientras, el sistema público y privado de salud se encuentra colapsado, y las jubilaciones por el piso.

Desde la Naranja Mayoría señalamos que mientras la inflación se acumula mes a mes, cada suma que recompone el salario se calcula sobre julio y no se acumula sobre el mes anterior. Por eso, a pesar de paritarias que supuestamente empatan la inflación, el salario fue destruido.

Claudio Marín, secretario general, no negó esta vía por la que se desvaloriza el salario, sino que se limitó a señalar que todos los gremios firman de la misma manera. Pero según el diario Ámbito Financiero del 28/10, la Unión Ferroviaria, una burocracia podrida que son los reyes de la precarización, está cerrando acuerdos acumulativos.

La verdad es que la mayoría de los telefónicos no llegan a la canasta familiar calculada por ATE INDEC en $227.400 para noviembre, y menos a la calculada por el Centro de Educación, Servicios y Asesoramiento al Consumidor (Cesyac) equivalente a $265.588. Insólitamente, el dato fue cuestionado por Karina Greppi, delegada oficialista del edificio República, por el hecho de que es utilizado por Clarín en sus artículos. El “Clarín miente”, es utilizado en este caso contra un dato que favorece a los trabajadores.

Lo que sucede mientras nuestro planteo es recuperar el salario inicial en los niveles de la canasta familiar que citábamos, la burocracia brega por mantener el salario apenas por sobre la línea de pobreza de $145.000 que marca la mal llamada “canasta básica”.

En lugar de plantear a Clarín-Telecom que otorgue el aumento que sus propios periodistas informan necesario para vivir, parecen querer ocultar el atraso del salario telefónico. Por eso, la denuncia de que “la burocracia de los sindicatos permite la destrucción de los salarios por mandato del FMI, al que el régimen político está sometido” también molestó a Marín, para quién la burocracia sindical gana las elecciones por elección de los afiliados. Pretende desconocer el arsenal de fraudes y artimañas de la burocracia sindical para amañar elecciones, proscribir listas y candidatos opositores, y la connivencia con las patronales para echar o quebrar activistas. Como siempre denunciamos, Marín tiene sus propios fraudes en asambleas para votar acuerdos paritarios, o que definieron la composición de junta electoral.

El secretario general informó sobre la realización de un plenario con secretarios generales de sindicatos de CTA y CGT donde discutieron que se puede hacer frente al problema del salario y la inflación. Para comenzar debería denunciar el acuerdo con el FMI, viga maestra del plan económico de ajuste, así como llamar a una huelga general para recomponer el salario.

Por supuesto, la burocracia sindical es frontalmente opuesta a este planteo: incluso clamaron por firmar con el FMI. Son un pilar de la gobernabilidad y el ajuste. Para nosotros los plenarios no deben ser la escribanía que rubrica acuerdos a la baja, sino el punto de partida para luchar por recuperar el valor del salario. Para eso, hay que barrer con la burocracia atornillada en los sindicatos durante décadas para dar lugar a una nueva organización y dirección de la clase obrera, pese a quien le pese.
